DEO issues prohibitory order
YUPIA, Apr 26: Papum Pare Deputy Commissioner cum District Election Officer in exercise of powers conferred on him under Articles 243K and 243 ZA of the Constitution of India and under Section 104(i) of the Arunachal Pradesh Panchayati Raj Act has strictly prohibited selling and serving of liquors and other substances of alike nature at Hotels, Restaurants, Clubs and other establishments to any one within polling area from May 14 (4 pm) to May 16 (4pm) and on the day of counting on May 21 (from 4am to May 22 4 am).

It also said that scores of people got injuries during the clash and it leads to vandalism.

ASUH team meets CM, submits memo
ITANAGAR, Apr 26: A delegation from Arunachal Students’ Union Haryana (ASUH) led by its president Chapu Dong on Thursday met Chief Minister Nabam Tuki at Arunchal Bhawan, New Delhi and submitted a memorandum highlighting various problems faced by the students studying in Haryana.
The students’ union demanded the CM for establishing a Guest House in Chandigarh, providing police help line number and coordinator in particular police station, especially for the girl students, medical facilities and transportation facility during emergency, especially in night time. ASUH lamented that parents visiting their children in Haryana frequently face accommodation problem. Further, there has been no transportation facility during emergency and the locals do not extend helping hands to Arunchalee students during such emergencies as they are misunderstood as foreigner, the memorandum lamented.
ASUH also demanded early release of stipend to the students of ITFT College, Chandigarh.
Training on Panchayat election held
ROING, Apr 26: Training programme on ensuing panchayat election was held at VKV auditorium here today.
Speaking on the occasion, Deputy Commissioner Shiv Kumar exhorted the polling officials to acquire proper knowledge on election process from the training for successful conduct of the Panchayat election.
While sharing his past experience on election duty, he urged the members to be well equipped and prepared for free and fair conduct of the poll.

Citizens aspire for violence-
Poll related violence claims one

ITANAGAR, Apr 26: Koloriang, the district headquarters of Kurung Kumey, on Thursday witnessed an ugly scene of violence. While two opposing groups clashed with each other, government officials got sandwiched. Several were injured and a government vehicle was damaged. But the saddest part was, a young man lost his life.
It was the day for scrutiny of nomination papers for election to the Zilla Parishad

Clashes between opposition political parties during elections are not unheard of nor does it raise many questions in the world’s most vibrant democracy. This particular incident though raises several questions. And the Indian National Congress (INC), specifically the top leaders of the Arunachal Pradesh Congress Committee (APCC), must reply the answers to the public of Arunachal Pradesh.
Apparently, no opposition political parties were involved in the Koloriang violence.
It was purely an internal matter of the INC, which incidentally runs the state. The
warring groups belonged to the same party and the center of contention was filing
of nomination for the Parsi-
Official sources revealed that the INC had nominated two persons to contest election
for the same Zilla Parishad seat. This throws a big question-
According to documents available, the APCC decided to constitute Zonal Election Committees
(ZECs) before the onset of the panchayat elections. These ZECs, headed by a Chairman,
were given specific directions to choose the most favorable and eligible candidate
from Congress workers of their respective jurisdictions through a democratic and
transparent means. After holding joint consultative meetings, Chairmen of the ZECs
were authorized to issue party tickets to candidates for all seats of GPMs, ASMs
and ZPMs in their respective districts and to sign Form B in this regard. Likewise,

However, when the scrutiny of nomination papers was being done it came to light that another person – Sangha Tagik – had also filed his papers on an INC ticket for the same Zilla Parishad seat. Apparently, someone at the top helms of APCC superseded the ZEC decision and issued another ticket to another person for the same seat, thus triggering two factions in the same party and the ugly scene of violence.
Subsequently one of the candidates approached the Itanagar Bench of the Gauhati High
Court, which in response has thrown the ball to the court of APCC, directing it to
consider the validity of both the candidates with an observation that the APCC President
and the ZEC (Zone-
APCC is now in a fix. Of the two candidates, whom does it vilify? After a clash that took a person’s life, the chances of one backing out is a remote presumption. APCC, knowingly or unknowingly, has created a very tight situation for itself. Too bad for the party as Parliamentary and Assembly elections are not very far away.
Meanwhile, claims and allegations are also pouring in from various corners of the state of similar cases. If reports are to be believed at several places two persons were issued INC tickets to contest for a single seat. Fortunately, situations elsewhere did not go volatile as it did in Koloriang but the tension created has been no less. Besides, it has created room for workers to point fingers at APCC leadership.
It seems as if two powers are acting within the APCC leadership this election – one,
a democratically set up system of ZEC and another, an arbitrary force. In all this

CM appeals all to maintain calm
ITANAGAR, Apr 26: Chief Minister Nabam Tuki has expressed shock and dismay over the reported violence in Koloriang, headquarters of Kurung Kumey district that occurred yesterday during scrutiny of nomination papers for the panchyati raj elections. He also conveyed his heartfelt condolences to the bereaved family members of one Bengia Tamang (24), who succumbed to his injuries inflicted during the violence.
In a message this evening, Tuki appealed all to maintain calm and assist the administration in maintaining peace and law and order. He also appealed all concerned to let the law take its own course as per provisions.

The Bengia Welfare Society (BWS) condoled the sudden demise of Bengia Tamang, who succumbed to his injuries after election related incident at Koloriang yesterday.
The society appealed to all the clan members to maintain calm and utilize their wisdom in this hours of crisis.
Maternal service restarts in Ruksin CHC

RUKSIN, Apr 26: Community Health Centre (CHC) at Ruksin, which is also First Referral Unit Hospital, has resumed its maternal and surgical operation service yesterday giving respite to the patients of both East Siang and neighbouring Jonai in Assam,
The essential services were suspended in the hospital for want of ‘anaesthetist’.
Absence of these services in the CHC was causing grave public concern and it compelled
the patients to go either to Itanagar or Dibrugarh in Assam, informed CHC in-
Set up in 2003, the CHC is the only government hospital and First Referral Unit (FRU) in the vast area. Patients from different parts of East Siang, Upper Siang, twin Dibang Valley districts and Dhemaji in Assam regularly come to this hospital to avail maternal services and treatment of various ailments.
It is worth mentioning here that the health department is all set to install a Regional
Diagnostic Centre (RDC) in Ruksin CHC, which is getting delay due to various technical
reasons. The health department officials of the district during November, 2011 informed
that a RDC would be established at Ruksin Community Health Centre (CHC) and it would
start functioning from January in the next year. The RDC to be equipped with Ultra-
DC takes stock of TAH progress
ITANAGAR, Apr 26: Papum Pare Deputy Commissioner Pige Ligu alongwith LRSO Techi Hitlar made an unscheduled visit to Potin to assess the progress of the Trans Arunachal Highway from Midpu to Potin and interacted with the EE, PWD Highways and other officials.
Earlier, the DC had issued an executive order banning the movement of traffic along this stretch for another two months citing apprehension of untoward incidents and to ensure smooth progress of the work. The department as well as the contractor of the project assured on the spot that during these two months of road closure they would work in shift to finish the formation cutting and widening from Jampa (Neepco project site) to Potin and sought cooperation from all in this regard.
Ligu exhorted them to expedite the work with zeal and opined that monsoon should not be a ruse to stall the work even for a temporary period. Later, the team visited the Pare Project site and interacted with the Head of Project and the field engineers. HOP was optimistic that if monsoon does not play havoc the project would have a smooth going. He informed that only about 460 metres of head race tunnel requires to be completed.
Thereafter, the team visited the Power House site at Sopo and later visited the Relief and Rehabilitation site for the project affected families. In a meeting, the DC urged the Executing Agency to expedite the work of relief and rehabilitation and asked the RWD engineers to liaise with NEEPCO authorities for the timely completion of the Project.
Tana Tahin, member of R&R Committee also spoke.
The DC informed the that inauguration of some of the project components would be done later at an appropriate time in presence of the funding agency KFW and asked the R&R Committee to monitor the progress of work on a fortnightly basis.

to come out with a clear cut policy on strict implementation of ILP system to check

Stressing the need of strengthening the ILP system under the Bengal Eastern Frontier regulation Act 1873, AAPSU said it remains a question as to how the state Govt will uphold the sanctity of ILP regulation during arrival of passenger train in this state. It demanded the state government to make public the MoU signed with the Railway authorities and to reveal the status of ILP.
It is not against development or railways in Arunachal but for strict regulation of ILP which protects the interest of indigenous people of the state, AAPSU said. “We will not tolerate laxity in ILP checking which will results in the rise of crimes and loss of employment opportunities by our local people. In short, we are not ready to deal with the outside world,” AAPSU added.
DEO holds meet with wine shop and hotel owners
AALO, Apr 26: The District Magistrate cum DEO M K Sahoo convened a meeting with all hotel owners, wine shop whole sellers and retailers yesterday and briefed them about various provisions under election code of conduct.
The DEO appealed to the hoteliers and wine shops dealers to cooperate with the administration and police in regulating the time and sale of wines and routine checking of all hotels to contain any unwanted elements that may take refuge to disrupt the election procedure.
The DEO insisted on maintaining the opening and closing time of all wine shops and discouraged bulk purchasing and sticking to Govt. prescribed norm on quantity of sale of wine.
All hotel owners have been asked to make entry of guests with proper identity proof and install CCTV at their business locations wherever possible. This will help the police to contain present day crimes, he said.
Superintendent of Police S C Yadav disclosed that misguided youth under the influence of alcohol may create crime and nuisances and all of us are affected. The forces in the district are limited and they likely to be engaged in multiple natures of duties and people should cooperate with the police to crack all unwanted elements. Laws are equal to all and police force will be working within the ambit of law and any unpleasant reaction may be reported to him, he said while responding to few problems raised by the hotel owners Kenge Jini and Lido Bagra.

He informed of the review meeting to be conducted by 10th of every month for onwards submission of report to the Govt. by 15th of every month.
Talking about revenue drives on Govt. land, Mines & Minerals, Electricity, Water charges etc. an absolute necessity, he directed HODs for active initiation for formal allotment of Govt. offices and quarters with detail survey reports and maps to be submitted on or before 20th June,2013. He enquired the EE, PHED and EE (Electrical) about the status of revenue drives on water charges and electricity and also asked them to submit the list of defaulters if any. Adding that unauthorized connections should not be entertained to those who didn’t obtained formal NOC from District Administration on land allotment. He also directed the HODs to install Biometric System of attendance on or before 20th June, 2013. Reiterated on the need for the Govt. Officers and officials to stay at their posting place, he asked them to obtain prior station leave permission from the DC.

“Rural Backyard Poultry Development” project started in Tezu with Department of Animal
Husbandry and Veterinary, Lohit organizing the two days training programme cum livestock
insurance camp at Changliang-
The main objectives of this project are women empowerment, their employment generation, improvement of health of rural masses by alleviating protein deficiency through egg and meat production.
Addressing all the women beneficiaries, District Veterinary Officer Dr. Hano Tama urged the beneficiaries to participate and make full utilization of the training. He gave assurance to the Self Help Groups by providing free piglets under Rastriya Krishi Vikas Yojana, who shows interest.
As a resource person, Dr. S. Gogoi, Senior Veterinary Officer, Tezu imparted training on backyard method of poultry rearing. She also briefed on livestock insurance informing that under the Livestock Insurance, a centrally sponsored scheme, 50% of the premium will be paid by the Government and 50% to be borne by the policy holder for a period of three years.

Sanjoy claimed that these fake institutions were fraudulently collecting huge chunks of money from the poor people of the region, particularly from those who live in Assam and Arunachal Pradesh.
“This serious and heavy misappropriation of funds is in addition to the chit fund scam that was operated by the Saradha Group in West Bengal, which has been exposed now,” he said.
Sanjoy further informed the PM that he has been writing to and interacting with Assam Chief Minister Tarun Gogoi on this menace since April last year, and has urged the latter to take appropriate investigative action against these fake companies.

He claimed that in his interactions with local people and tribals in Arunachal Pradesh, he had come to know that the company has misappropriated Rs 20 crore on the pretext of running different businesses, besides finalising “fraudulent” deals in product booking, insurance policies and real estate investments.
“All of these companies have operated from Assam with the singular objective of cheating the poor and tribals of the NE for decades. A large number of these companies are either fake or working without adhering to norms set down by the Reserve Bank of India (RBI),” the letter claimed. “I met a number of these affected depositors in December last year, and have requested Assam Chief Minister Tarun Gogoi to order an investigation into this illegal inflow of public money and their subsequent investment in fake companies that operate from his state,” he added.

ogling down the pit and some even throwing stones and such. Some well meaning superstitious
people also started leaving milk (which snakes don’t drink) and made a make-
This is a display of extreme cruelty of the perpetrator and mockery of our mentality to kill first and ogle later. I wouldn’t blame the officials for non action but us: general public. The officials are only one among us. This incident is just one of the many that mirrors our general conscience.

As a child, I still remember the migratory birds flying in the clear sky in large numbers especially during early winter. We children used to run across the field and chase dragon flies. Foxes used to howl next to our window. We climbed tall trees in the forest and collected wild fruits. There was a time for innocence with pure fun and adventure. What the forest gave me is so rich and unexplainable in few words but if I have to sum it then it would be, “soulful”. The forest enriches and gives back to everyone.

Alas things have changed now! We have nearly destroyed every other living being besides ourselves with our selfish act. Some of the animals that I only read about sadly made in to the daily market for consumption in the recent times!
Look around, the changing topography of Itanagar-
We Arunachalee should in fact take pride in our rich flora and fauna. The rampant destruction we are doing under some or other excuse of customs and traditions are becoming sadly irreconcilable. We are from the Forest Mountains and have been dependent on the forest resources since ages but lately we have commercialized our practices and made it so large scale with modern tools and technologies that we are destroying our very home!
We belong to such a wonderful place, abundant with so many natural resources and much more. I pray each Arunachali develop a stance and start thinking about today and tomorrow in terms of protection of wildlife and our forest! We can all together make our state in par with the best of the world and make a model person of ourselves for everyone to learn something from by only developing consciousness, compassion, understanding, empathy, kindness and awareness. This is the only right way we can ensure a healthy future for our future generation too.

What is the use of forming student unions?

It seems that Taba Ajum's article regarding financial mismanagement has ultimately ended waking up only few individuals and the rest are still found to be sleeping. Being mere students of class XII through this esteemed daily with due respect I would like to question our student seniors that what is the use of forming student unions when our members are daily facing atrocities at the hands of corrupt officials? Why are the student unions not fighting back against the illegal appointments made to the post of Assistant Inspector (Tax and Excise) and why is there no peaceful dharna staged against the Rs 201.05 deficit budget? With these few words of our poor dictionary one may conclude that if no action takes place over such governmental loopholes, the junior would be better off to exclude their name from following such bad examples.

Sexual exploitation of kids
Almost everyday the newspapers entertain us with reports of rape cases of minors somewhere in our country. Though, we the human beings do vehemently condemn such barbaric incidents, most of the time, we depend on Govt machinery only so that such criminal activities do not recur again.
Frankly speaking, not only rape cases, exploitation of children in various forms is still going on across the globe.
The commercial sexual exploitation of children in travel and tourism is a growing problem in destinations all over the world.
According to UNICEF, an estimated two million children globally are affected by sexual exploitation each year.
Special Rapporteur Najat Maalla M'jid, in her report presented during the 22nd session of the United Nations Human Rights Council in Geneva says: "While many efforts have been made at global and national levels to set standards and develop policies and laws with a view to prevent and combat child sexual exploitation in travel and tourism, challenges still remain."
CST is the exploitation of children for sexual purposes by offenders who travel to engage in sexual activities with children. This can involve child trafficking, child prostitution, child pornography and the sale of children for sexual exploitation. CST occurs in any country or tourism destination.
International tourists are predicted to reach 1.8 billion by 2030, according to the report. This increase will also raise the risk of children being victims of child sex tourism. Children who are the most at risk of CST are those who are already victims of abuse or who are extremely poor.
