DEO  issues prohibitory order

YUPIA, Apr 26: Papum Pare Deputy Commissioner cum District Election Officer in exercise of powers conferred on him under Articles 243K and 243 ZA of the Constitution of India and under Section 104(i) of the Arunachal Pradesh Panchayati Raj Act has strictly prohibited selling and serving of liquors and other substances of alike nature at Hotels, Restaurants, Clubs and other establishments to any one within polling area from May 14 (4 pm) to May 16 (4pm) and on the day of counting on May 21 (from 4am to May 22 4 am).

Koloriang remains tense

ITANAGAR, Apr 26:  The situation at Koloriang in Kurung Kumey reportedly remained grim following the death of one Bengia Tamang after a group clash broke out during scrutiny of nomination papers for Panchayat election on Friday. It also said that scores of people got injuries during the clash and it leads to vandalism.  

Condemning the incident United Parsi-Parlo People’s Forum today blamed the INC leaders for the incident saying some vested interest leaders had allegedly issued double INC tickets to both candidates. It also appealed to the Pradesh high command  of the party to resolve the issue immediately.

 

ASUH team meets CM, submits memo

ITANAGAR, Apr 26: A delegation from Arunachal Students’ Union Haryana (ASUH) led by its president Chapu Dong on Thursday met Chief Minister Nabam Tuki at Arunchal Bhawan, New Delhi and submitted a memorandum highlighting various problems faced by the students studying in Haryana.

The students’ union demanded the CM for establishing a Guest House in Chandigarh, providing police help line number and coordinator in particular police station, especially for the girl students, medical facilities and transportation facility during emergency, especially in night time. ASUH lamented that parents visiting their children in Haryana frequently face accommodation problem. Further, there has been no transportation facility during emergency and the locals do not extend helping hands to Arunchalee students during such emergencies as they are misunderstood as foreigner, the memorandum lamented.

ASUH also demanded early release of stipend to the students of ITFT College, Chandigarh.

 

Training on Panchayat election held

ROING, Apr 26: Training programme on ensuing panchayat election was held at VKV auditorium here today.

Speaking on the occasion, Deputy Commissioner Shiv Kumar exhorted the polling officials to acquire proper knowledge on election process from the training for successful conduct of the Panchayat election.

While sharing his past experience on election duty, he urged the members to be well equipped and prepared for free and fair conduct of the poll.

DEO Abu Saring dwelt on the election process and Arunachal Pradesh Panchayati Raj 1997. He also urged the polling team to extend full co-operation and conduct the poll process successfully at their respective polling station.

Sibu Talukdar, explained the legal aspect of the election process through PowerPoint presentation.

ADC W Tikhak also spoke on the occasion.

PR polls: Scrutiny of nomination papers completed

PASIGHAT, Apr 26: Scrutiny of nomination papers of ZPMs, ASMs and GPs of Pasighat was completed under active supervision of DPDO Nilima Kumar, ADC at the Panchayat Office here.  

Nine candidates will contest for three Zilla Parishad seats, namely Bosing-I, Bogong-I and Bogong-II. INC candidate of Bosing-II Osi Tatak has been elected unopposed.

Nomination papers of 13 candidates have been accepted for six anchal samity seats under Bosing-I while nine papers have been accepted for four anchal samity seats under Bosing-II. Nominations of 15 candidates have been accepted for 10 AS seats under Bogong-I and 23 candidates are in fray in Bogong-II.

INC candidates Opang Jamoh from Tigra Mirbuk-I (L) and Oyin Yomso from Diking have been elected unopposed.

INC candidates for Mongku ASM constituency Yaman Tamuk, Yane Dai from Tebo constituency and Miti Tali from Yapgo constituency have been elected unopposed.

Citizens aspire for violence-free PR elections

Poll related violence claims one

ITANAGAR, Apr 26: Koloriang, the district headquarters of Kurung Kumey, on Thursday witnessed an ugly scene of violence. While two opposing groups clashed with each other, government officials got sandwiched. Several were injured and a government vehicle was damaged. But the saddest part was, a young man lost his life.

It was the day for scrutiny of nomination papers for election to the Zilla Parishad of 10-Parsi Parlo - now to be etched as one of the blackest days in the electoral history of Arunachal Pradesh.

Clashes between opposition political parties during elections are not unheard of nor does it raise many questions in the world’s most vibrant democracy. This particular incident though raises several questions. And the Indian National Congress (INC), specifically the top leaders of the Arunachal Pradesh Congress Committee (APCC), must reply the answers to the public of Arunachal Pradesh.

Apparently, no opposition political parties were involved in the Koloriang violence. It was purely an internal matter of the INC, which incidentally runs the state. The warring groups belonged to the same party and the center of contention was filing of nomination for the Parsi-Parlo ZPM seat by two ‘nominees’ of the same party!

Official sources revealed that the INC had nominated two persons to contest election for the same Zilla Parishad seat. This throws a big question-mark on the APCC leadership that looks after and decides party candidates. It seems everything is not alright within the party ranks, which harps on democracy within.

According to documents available, the APCC decided to constitute Zonal Election Committees (ZECs) before the onset of the panchayat elections. These ZECs, headed by a Chairman, were given specific directions to choose the most favorable and eligible candidate from Congress workers of their respective jurisdictions through a democratic and transparent means. After holding joint consultative meetings, Chairmen of the ZECs were authorized to issue party tickets to candidates for all seats of GPMs, ASMs and ZPMs in their respective districts and to sign Form B in this regard. Likewise, Likha Tongum, General Secretary APCC, was appointed as ZEC (Zone-VII) Chairman of Kurung Kumey (Memo No. APCC/PE/COR/2013, Dated 05/04/2013), held a meeting of the ZEC on April 9 at Koloriang attended by all its ten members to decide on party candidates for the panchayati raj elections. It is claimed that majority of the ZEC members selected one Dare Logung as party candidate for the Parsi-Parlo Zilla Parishad seat and subsequently nominated by the Chairman. Minutes of the proceeding were duly submitted to the APCC.

However, when the scrutiny of nomination papers was being done it came to light that another person – Sangha Tagik – had also filed his papers on an INC ticket for the same Zilla Parishad seat. Apparently, someone at the top helms of APCC superseded the ZEC decision and issued another ticket to another person for the same seat, thus triggering two factions in the same party and the ugly scene of violence.

Subsequently one of the candidates approached the Itanagar Bench of the Gauhati High Court, which in response has thrown the ball to the court of APCC, directing it to consider the validity of both the candidates with an observation that the APCC President and the ZEC (Zone-VII) Chairman are the appropriate authority to decide on it.

APCC is now in a fix. Of the two candidates, whom does it vilify? After a clash that took a person’s life, the chances of one backing out is a remote presumption. APCC, knowingly or unknowingly, has created a very tight situation for itself. Too bad for the party as Parliamentary and Assembly elections are not very far away.

Meanwhile, claims and allegations are also pouring in from various corners of the state of similar cases. If reports are to be believed at several places two persons were issued INC tickets to contest for a single seat. Fortunately, situations elsewhere did not go volatile as it did in Koloriang but the tension created has been no less. Besides, it has created room for workers to point fingers at APCC leadership.

It seems as if two powers are acting within the APCC leadership this election – one, a democratically set up system of ZEC and another, an arbitrary force. In all this set-up gone wrong; poor voters, honest party workers and sincere government officers are at the receiving end. APCC, headed by its President, has to answer not only to the Congress workers but also to the common citizens for this pandemonium. Common citizens (government officials on election duty and contesting candidates included) aspire for a violence-free election. Top leaders of APCC, being the ruling party in the state, need to shun individual interests and differences and show the way for others to follow.  

The state election commission must use all its mechanism to ensure that all the elections that are on the line are free from violence. We in Arunachal still value life of a human being.  

 

CM appeals all to maintain calm

ITANAGAR, Apr 26: Chief Minister Nabam Tuki has expressed shock and dismay over the reported violence in Koloriang, headquarters of Kurung Kumey district that occurred yesterday during scrutiny of nomination papers for the panchyati raj elections. He also conveyed his heartfelt condolences to the bereaved family members of one Bengia Tamang (24), who succumbed to his injuries inflicted during the violence.

In a message this evening, Tuki appealed all to maintain calm and assist the administration in maintaining peace and law and order. He also appealed all concerned to let the law take its own course as per provisions.

Meanwhile, he expressed concern over the election-related violence and termed it as unfortunate. He appealed all concerned to resolve the issue amicably and allow the elections, scheduled for May 16 next, to be held peacefully.

The Bengia Welfare Society (BWS) condoled the sudden demise of Bengia Tamang, who succumbed to his injuries after election related incident at Koloriang yesterday.

The society appealed to all the clan members to maintain calm and utilize their wisdom in this hours of crisis.

 

 

Maternal service restarts in Ruksin CHC

RUKSIN, Apr 26: Community Health Centre (CHC) at Ruksin, which is also First Referral Unit Hospital, has resumed its maternal and surgical operation service yesterday giving respite to the patients of both East Siang and neighbouring Jonai in Assam,

The essential services were suspended in the hospital for want of ‘anaesthetist’. Absence of these services in the CHC was causing grave public concern and it compelled the patients to go either to Itanagar or Dibrugarh in Assam, informed CHC in-charge Dr Dilip Dutta today. The maternal services including Surgical Operation with CS have restarted after the authority appointed a well-trained anaesthetist,  he said.

Set up in 2003, the CHC is the only government hospital and First Referral Unit (FRU) in the vast area. Patients from different parts of East Siang, Upper Siang, twin Dibang Valley districts and Dhemaji in Assam regularly come to this hospital to avail maternal services and treatment of various ailments.

It is worth mentioning here that the health department is all set to install a Regional Diagnostic Centre (RDC) in Ruksin CHC, which is getting delay due to various technical reasons. The health department officials of the district during November, 2011 informed that a RDC would be established at Ruksin Community Health Centre (CHC) and it would start functioning from January in the next year. The RDC to be equipped with Ultra- Sonography (USG) and Computerised Tomography (CT)- scanning machines and other modern health care facilities, but the local people are yet to see any RDC in the CHC and it is not yet ascertained.

 

 

DC takes stock of TAH progress  

ITANAGAR, Apr 26: Papum Pare Deputy Commissioner Pige Ligu alongwith LRSO Techi Hitlar made an unscheduled visit to Potin to assess the progress of the Trans Arunachal Highway from Midpu to Potin and interacted with the EE, PWD Highways and other officials.

Earlier, the DC had issued an executive order banning the movement of traffic along this stretch for another two months citing apprehension of untoward incidents and to ensure smooth progress of the work. The department as well as the contractor of the project assured on the spot that during these two months of road closure they would work in shift to finish the formation cutting and widening from Jampa (Neepco project site) to Potin and sought cooperation from all in this regard.

Ligu exhorted them to expedite the work with zeal and opined that monsoon should not be a ruse to stall the work even for a temporary period. Later, the team visited the Pare Project site and interacted with the Head of Project and the field engineers. HOP was optimistic that if monsoon does not play havoc the project would have a smooth going. He informed that only about 460 metres of head race tunnel requires to be completed.

Thereafter, the team visited the Power House site at Sopo and later visited the Relief and Rehabilitation site for the project affected families. In a meeting, the DC urged the Executing Agency to expedite the work of relief and rehabilitation and asked the RWD engineers to liaise with NEEPCO authorities for the timely completion of the Project.

Tana Tahin, member of R&R Committee also spoke.

The DC informed the that inauguration of some of the project components would be done later at an appropriate time in presence of the funding agency KFW and asked the R&R Committee to monitor the progress of work on a fortnightly basis.

 

 

Moh-Mol celebrated with pomp and gaiety

CHANGLANG, Apr 26: Moh-Mol, the agri-based festival of Tangsa tribes of Changlang district, which also signifies the advent of the new year, was celebrated with pomp and gaiety here with a two day programme on April 25 and 26.

Attending the festival as Chief Guest, Chief Information Commissioner Y D Thongchi said that this day provides the Tangsas an opportunity to showcase their rich culture and traditions. He said that the Britishers penetrated all most all the North Eastern States, excepting Arunachal Pradesh. The rest states leaving Assam are highly influenced by western culture. Now they are repenting and trying to revive their original culture and traditions.

Describing the importance of preserving our cultural values and traditions, Thongchi expressed happiness over coming up of the Rangfra Mandirs to preserve their indigenous faith, culture and traditions. Deputy Commissioner Chanchal Yadav while extending her festival greeting to the people on the joyous occasion hoped Moh-Mol celebration would usher in peace, prosperity and bring bumper harvest.

Dangjung Salnang, President MMFC delivered, welcome address while T Tangha read out the Moh-Mol mythology.

Swami Alexander, follower of Sri Sri Ravishankar from Netherland and Kamjai Taism also spoke on the occasion.

The festival’s main attraction was cultural presentation by all Tangsa sub-tribes. The old and young ones dressed with colorful traditional attire also danced to the tune of the loud drum beats and sweet gong sounds. DIPRO

 

 

AAPSU for strong ILP checking mechanism

ITANAGAR, Apr 26: With the construction of railway line in tribal state like Arunachal Pradesh, All Arunachal Pradesh Students Union (AAPSU) today urged the state Govt to come out with a clear cut policy on strict implementation of ILP system to check possible arrival of anti-social elements as railway passengers in state Capital in near future.

Stressing the need of strengthening the ILP system under the Bengal Eastern Frontier regulation Act 1873, AAPSU said it remains a question as to how the state Govt will uphold the sanctity of ILP regulation during arrival of passenger train in this state.  It demanded the state government to make public the MoU signed with the Railway authorities and to reveal the status of ILP.

It is not against development or railways in Arunachal but  for strict regulation of ILP which protects the interest of indigenous people of the  state, AAPSU said.  “We will not tolerate laxity in ILP checking which will results in the rise of crimes and loss of employment opportunities by our local people. In short, we are not ready to deal with the outside world,” AAPSU added.

 

 

 DEO holds meet with wine shop and hotel owners

AALO, Apr 26: The District Magistrate cum DEO M K Sahoo convened a meeting with all hotel owners, wine shop whole sellers and retailers yesterday and briefed them about various provisions under election code of conduct.

The DEO appealed to the hoteliers and wine shops dealers to cooperate with the administration and police in regulating the time and sale of wines and routine checking of all hotels to contain any unwanted elements that may take refuge to disrupt the election procedure.

The DEO insisted on maintaining the opening and closing time of all wine shops and discouraged bulk purchasing and sticking to Govt. prescribed norm on quantity of sale of wine.

All hotel owners have been asked to make entry of guests with proper identity proof and install CCTV at their business locations wherever possible. This will help the police to contain present day crimes, he said.

Superintendent of Police S C  Yadav disclosed that misguided youth under the influence of alcohol may create crime and nuisances and all of us are affected. The forces in the district are limited and they likely to be engaged in multiple natures of duties and people should cooperate with the police to crack all unwanted elements. Laws are equal to all and police force will be working within the ambit of law and any unpleasant reaction may be reported to him, he said while responding to few problems raised by the hotel owners Kenge Jini and Lido Bagra.

The DEO and SP also assured to check the commercial outlets of liquor without any valid license and sought the co operation of all to tackle such menaces. DIPRO

 

 

District level co-ordination meeting at Seppa

SEPPA, Apr 26: East Kameng Deputy Commissioner Tope Bam  has  conducted  a District Level Co-ordination meeting with HODs and Outpost Administrative Officers based on the decisions taken during the meeting of DCs and SPs with Govt. on 18th and 19th December,2012 at Banquet Hall, Itanagar followed by a series of DP letter from Chief Secretary, Govt. of Arunachal Pradesh incorporating 20-points identified issues and directives for immediate action & redressed in a time bound manner was held at Kameng Hall, Seppa on April 26, 2013.

Tope Bam, Deputy Commissioner while initiating the discussion on the identified issues point wise called on them to act proactively for accomplishment of the goal set by the Govt. and putting heads together for speedy and expeditious execution and implementation of the assigned tasks. He informed of the review meeting to be conducted by 10th of every month for onwards submission of report to the Govt. by 15th of every month.

Talking about revenue drives on Govt. land, Mines & Minerals, Electricity, Water charges etc. an absolute necessity, he directed HODs for active initiation for formal allotment of Govt. offices and quarters with detail survey reports and maps to be submitted on or before 20th June,2013.  He enquired the EE, PHED and EE (Electrical) about the status of revenue drives on water charges and electricity and also asked them to submit the list of defaulters if any. Adding that unauthorized connections should not be entertained to those who didn’t obtained formal NOC from District Administration on land allotment. He also directed the HODs to install Biometric System of attendance on or before 20th June, 2013. Reiterated on the need for the Govt. Officers and officials to stay at their posting place, he asked them to obtain prior station leave permission from the DC.

The main identified issues set by the Govt. were check gate inspection, recovery drive with respect to collection of land revenue, electricity bills, water charges etc; construction of mini secretariat building; employment generation and skill development; beneficiary under CM Paryatan Vikas Yojana, beneficiary under Tea & Rubber cultivation; CM Agriculture Mechanization programme; review of major projects; PM package; land allotment etc.

The Deputy Commissioner cum District Election Officer briefed about the arrangement made for the ensuing PR election and urged the HODs to ensured that their staffs assigned for the polling purpose attend the training scheduled from 1st April, 2013.

N. Gungte, Supdt. of Police who joined recently said that sufficient police personnel are available with joining of 105 constables recruited recently and assured that law and order shall be maintained properly. He urged the HODs to brief their staffs assigned for the polling purpose to carry out their duties cautiously and sincerely for peaceful conduct of the PR election. DIPRO

 

 

Training on Rural Backyard Poultry Farming cum Livestock Insurance Awareness Camp Held

TEZU, Apr 26: The Second phase of training to all BPL women beneficiaries under CSS “Rural Backyard Poultry Development” project started in Tezu with Department of Animal Husbandry and Veterinary, Lohit organizing the two days training programme cum livestock insurance camp at Changliang-Duralianga and Khoraliang village April 20 and 23.

The main objectives of this project are women empowerment, their employment generation, improvement of health of rural masses by alleviating protein deficiency through egg and meat production.

Addressing all the women beneficiaries, District Veterinary Officer Dr. Hano Tama urged the beneficiaries to participate and make full utilization of the training. He gave assurance to the Self Help Groups by providing free piglets under Rastriya Krishi Vikas Yojana, who shows interest.

As a resource person, Dr. S. Gogoi, Senior Veterinary Officer, Tezu imparted training on backyard method of poultry rearing. She also briefed on livestock insurance informing that under the Livestock Insurance, a centrally sponsored scheme, 50% of the premium will be paid by the Government and 50% to be borne by the policy holder for a period of three years.

MP demands probe against bogus financial institutions in NE

NEW DELHI, Apr 26: Lok Sabha member Takam Sanjoy in a letter to Prime Minister Manmohan Singh has appealed for ordering a probe into the fraudulent activities of hundreds of so-called financial institutions operating across the entire North East region.

Sanjoy claimed that these fake institutions were fraudulently collecting huge chunks of money from the poor people of the region, particularly from those who live in Assam and Arunachal Pradesh.

“This serious and heavy misappropriation of funds is in addition to the chit fund scam that was operated by the Saradha Group in West Bengal, which has been exposed now,” he said.

Sanjoy further informed the PM that he has been writing to and interacting with Assam Chief Minister Tarun Gogoi on this menace since April last year, and has urged the latter to take appropriate investigative action against these fake companies.

He particularly mentioned one company -- JSCREDL under M/s Jeevan Suraksha Group, which he claimed has a regional office on College Road, Lumding in Nagaon District, Assam.

He claimed that in his interactions with local people and tribals in Arunachal Pradesh, he had come to know that the company has misappropriated Rs 20 crore on the pretext of running different businesses, besides finalising “fraudulent” deals in product booking, insurance policies and real estate investments.

“All of these companies have operated from Assam with the singular objective of cheating the poor and tribals of the NE for decades. A large number of these companies are either fake or working without adhering to norms set down by the Reserve Bank of India (RBI),” the letter claimed.  “I met a number of these affected depositors in December last year, and have requested Assam Chief Minister Tarun Gogoi to order an investigation into this illegal inflow of public money and their subsequent investment in fake companies that operate from his state,” he added.

The MP said that news of the union ministry of corporate affairs taking note of this misuse by these so-called chit fund companies, and deciding to set up a Special Task Force in the Serious Fraud Investigations Office (SFIO) to investigate these firms for misuse and money laundering, was a welcome development and in the larger interest of the public.

He said the purpose of him writing the letter was to emphasize again the gravity of the menace and the need to act promptly against it.

Protect and conserve wildlife

Dear Editor,

This is in reference to the recent finding (and killing) of a King Cobra in the NH-52. After the fuss and some bizarre stories about the findings of snake(s) in the NH-52 Itanagar-Naharlagun road now, photos of the dead snake are circulating around. Supposedly some miscreants killed the only remaining snake. People have variations of the story, non which is confirmed though. But what may be certain is that there indeed was snake(s) and now it is dead!

The poor, harmless, rare and beautiful creature killed with such cruelty and without any reason. People stopped their vehicles in that particular place in large numbers, ogling down the pit and some even throwing stones and such. Some well meaning superstitious people also started leaving milk (which snakes don’t drink) and made a make-shift temple. Some Good Samaritan put up a board saying, "live and let live”, which is in fact subtle but a very apt message which hardly anyone bothered about. The snake didn’t need any of that attention but to just live in peace and let be with the nature as it is. The last thing it wanted was to be killed and its photo displayed around!

This is a display of extreme cruelty of the perpetrator and mockery of our mentality to kill first and ogle later. I wouldn’t blame the officials for non action but us: general public. The officials are only one among us. This incident is just one of the many that mirrors our general conscience.

I would like to take this opportunity to earnestly request all Arunachalees to develop greater compassion for other living beings besides themselves. We need to reflect on our inner-self see how much damage we have done and are doing. We have polluted ourselves with greed, anger, fear, doubt, cruelty, dishonesty, etc. We have become unhealthy human beings with corrupt bend of morals and it reflects in all the spheres of our life.

As a child, I still remember the migratory birds flying in the clear sky in large numbers especially during early winter. We children used to run across the field and chase dragon flies. Foxes used to howl next to our window. We climbed tall trees in the forest and collected wild fruits. There was a time for innocence with pure fun and adventure. What the forest gave me is so rich and unexplainable in few words but if I have to sum it then it would be, “soulful”. The forest enriches and gives back to everyone.

Also from the stories that I’ve heard from older generations what I could collect was before my time animals, birds and now near extinct-animals were in so many numbers and lived freely in the forest.

Alas things have changed now! We have nearly destroyed every other living being besides ourselves with our selfish act. Some of the animals that I only read about sadly made in to the daily market for consumption in the recent times!

Look around, the changing topography of Itanagar- Naharlagun and also rest of Arunachal Pradesh. We have not learnt to adjust and live with the nature but instead with modern technology we are molding the nature according to our convenience. There are no places for animals/ birds/ replies to live in this “new place”. And those animals that are allowed to stay are only for our own selfish needs.

We Arunachalee should in fact take pride in our rich flora and fauna. The rampant destruction we are doing under some or other excuse of customs and traditions are becoming sadly irreconcilable. We are from the Forest Mountains and have been dependent on the forest resources since ages but lately we have commercialized our practices and made it so large scale with modern tools and technologies that we are destroying our very home!

We belong to such a wonderful place, abundant with so many natural resources and much more. I pray each Arunachali develop a stance and start thinking about today and tomorrow in terms of protection of wildlife and our forest! Know the facts

Dear Editor,

This is to clarify to the news item published on 22nd April 2013 under the headline "Society refutes charges". The intention of Kogam Bagang, who tried to immolate Executive Engineer, Tali Division, in the Office room on 30th April "2013" was clear which have been witnessed by his accomplice and others present during the incident and finally confirmed the act to the police investigation team. In Addition to this, he (Kogam) himself admitted his act of mistake during the interrogation by Police at the Ziro Police station thereby releasing his co-accomplice who was detained at Ziro Police station to make him (Kogam) surrender. Regarding Culvert works, there are only 9 (Nine) Nos. of RCC culverts which are pending or part paid as verified/scrutinized and finalized by the 15 (Fifteen) members committee . The final report submitted by the Assistant Engineer, Tali Sub-Division, PWD as details under

1. Sri Langpu Tallar - 5 Nos. R.C.C culverts.

2. Sri Mechu Kare - 2 Nos. R.C.C Culverts.

3. Sri Loji Kare  - 1 No. R.C.C Culvert

3. SriTami Talla - 1 No. R.C.C Culvert.

4.  Further, it is to clarify that the sanction /fund received for 2012-13 financial year were only for the scope of works that was clarified on 4th April "2013" publication. Out of ways, a proposal of 25% payments on verified pending liabilities of 15 (Fifteen) members committee was made on request by the Hon'ble MLA Tali. If at all, Kogam Bagang had liabilities, why he was not present during the verification or reported to the committee even after wide information from the Assistant Engineer, Tali Sub - Division, before/after verifications.

5.  Under these circumstance, the Executive Engineer, PWD, Tali division have totally complied with the 15 (Fifteen) member committee report on pending liabilities submitted through the Assistant Engineer, who is the project in-charge. None was left out in the payments as claimed by the society and I further request to them to get proper facts from the associates of Kogam who were present during the said incident on 30th April "2013" with Executive Engineer, PWD, Tali Division, Ziro.

What is the  use of forming  student unions?

Dear Editor,

It seems that Taba Ajum's article regarding financial mismanagement has ultimately ended waking up only few individuals and the rest are still found to be sleeping. Being mere students of class XII through this esteemed daily with due respect I would like to question our student seniors that what is the use of forming student unions when our members are daily facing atrocities at the hands of corrupt officials? Why are the student unions not fighting back against the illegal appointments made to the post of Assistant Inspector (Tax and Excise) and why is there no peaceful dharna staged against the Rs 201.05 deficit budget? With these few words of our poor dictionary one may conclude that if no action takes place over such governmental loopholes, the junior would be better off to exclude their name from following such bad examples.

Dear Editor,

Through the column of your esteemed daily, I would like to draw the kind attention of concerned authority of the police department for transparent conduct of the forth coming sub-inspector of police recruitments especially for the APST of Changlang, Tirap and Longding districts. I am deeply indebted to the Central govt., govt, of Arunachal Pradesh and concerned department for giving us this opportunity for the employment by knowing the fact that we are living the vicious cycle of life, which is familiar with insurgency problems in these districts.

In fact there is always the psycho of fear in the minds of common people. The post may be grabbed through the political backing, unfair means etc. but to be honest I am not blaming our leaders because this sort of rumours is very strong at this present day. This time, I believe that there will be no such injustice. And here is my humble request that the deserving candidates should be selected so that he/she could contribute the best for the betterment of law and order in our state. Besides, I am bit disappointed with the post reserve for general which is too much.

Sexual exploitation of kids

Almost everyday the newspapers entertain us with reports of rape cases of minors somewhere in our country. Though, we the human beings do vehemently condemn such barbaric incidents, most of the time, we depend on Govt machinery only so that such criminal activities do not recur again.   

Frankly speaking, not only rape cases, exploitation of children in various forms is still going on across the globe.

The commercial sexual exploitation of children in travel and tourism is a growing problem in destinations all over the world.

According to UNICEF, an estimated two million children globally are affected by sexual exploitation each year.

Special Rapporteur Najat Maalla M'jid, in her report presented during the 22nd session of the United Nations Human Rights Council in Geneva says: "While many efforts have been made at global and national levels to set standards and develop policies and laws with a view to prevent and combat child sexual exploitation in travel and tourism, challenges still remain."

CST is the exploitation of children for sexual purposes by offenders who travel to engage in sexual activities with children. This can involve child trafficking, child prostitution, child pornography and the sale of children for sexual exploitation. CST occurs in any country or tourism destination.

International tourists are predicted to reach 1.8 billion by 2030, according to the report. This increase will also raise the risk of children being victims of child sex tourism. Children who are the most at risk of CST are those who are already victims of abuse or who are extremely poor.

According to the report, preventive actions have been implemented throughout the world. The Child Sex Tourism Prevention Project, launched in 2004 by the non-governmental organization World Vision, is an awareness-raising campaign in the United States. World Vision has also convened several workshops to fight CST in Cambodia, Thailand and Costa Rica.

The Indian government's first national study on child abuse in 2007 showed that 53.22 per cent of the children surveyed across India reported one or more forms of sexual abuse. 50 per cent of the abusers were known to the child or are in a position of trust and responsibility and most children had not reported the matter to anyone, the study found.
